Duties and Responsibilities of a Welfare officer in Garments Industry

Welfare officer

A welfare officer works for employees' welfare to solve worker workplace problems in the garments industry, work under the HR and compliance department. Generally, garments industries appoint females for this job as most RMG employees are female. In order to solve all worker demand, making a bridge among workers, management, and top management; there is a welfare officer in every garment factory. A welfare officer also works as a supportive staff of the HR, admin, and Compliance departments. A welfare officer mainly works to resolve all worker issues, check the health and safety issues of the garments industry.


Welfare officer in Bangladesh labor law
As per Bangladesh labor law 89(8), if any factory has more than 500 workers, there should have a welfare officer. Garments industries have at least 1500 workers in the smallest export RMG factory.


Job Description of a Welfare Officer in the Garments industry

1. Make committee and follow up

2. Take care of washroom, canteen, childcare, water supply, restroom, and maintain a register.

3. Helping all workers about leave and maintaining a register.

4. Training all employees and maintaining a register

5. Work to develop a worker-owner relationship and good communication.

6. Work to get types of employees right properly.

7. Work to ensure good health and a safe environment in the workplace.

8. Ensure childcare in the facility, lead baby-care personnel.

9. To provide them guidance/assistance in availing Medical services, Housing, Education, Canteen facilities, and their legal assistance.

10. Ensure all over welfare activities as per Bangladesh Labor Law-2006 and Labor Rules 2015.

11. To look after the provision of amenities such as dining, adequate toilet facility, drinking water, etc.

12. To advise and brief workers on the use of PPE, machine guard, sanitation, fire safety, etc.

13. Involve in the manpower recruitment process and take new employees orientation

14. Ensure all necessary benefits for getting all workers properly.

15.  Ensure salary getting the on-time and correct amount.

16. Ensure no physical or sexual abuse in the workplace

17. Ensure all employees' rights as per labor law.

18. Counseling and motivate all the workmen regarding office discipline and absentism.


Academic Qualification of a Welfare officer                  
Minimum graduation in any discipline but masters in HRM is preferable. Most of welfare officer is just graduated in any discipline.


Additional job requirements

  1. Age 23 to 30 year's is better.
  2. Only females are allowed for this job.
  3. Candidate Should Good  Command in English.
  4. Must be expert in Microsoft Office & Typing both Bengali, English & making PowerPoint presentations as well.
