Human Resources, Administration and Compliance Manager in Garments Industry 

HR manager plays a vital role in the Garments factory. HR managers have to oversee all matters pertaining to human resources including administration, pay & salary of all employees, rewards & punishment, performance appraisal, discipline, recruitment and selecting employees, compensating & counseling employees, training and developing employees, motivating and maintaining the morale of subordinates, policy making, investigation of any incidents and making an investigation report, checking attendance of employees, setting a quality standard and taking corrective action as needed.


Requirements
1. Proven experience as administration manager
2. In-depth understanding of office management procedures and departmental and legal policies
3. Familiarity with financial and facilities management principles
4. An analytical mind with problem-solving skills
5. Excellent organizational and multitasking abilities
6. A team player with leadership skills
7. Proficiency with computers, especially in MS Office

Education
1. BSc/BA in business administration, the management, or relative field
2. MSc/MA in HR or Organizational Psychology is a plus
3. PGD in HRM will add value

Training
1. Certificate in Personnel Practice (CPP)
2. Certificate in Training Practice (CTP)
3. Certificate in Coaching and Mentoring (CCM)

Reporting
1. Corporate Adviser, AGM, GM (Admin, HR)/ Executive Director/ Director/ Managing Director/ CEO/ COO/ Chairman



Job description of HR, Compliance and Admin Manager in Garments Industry


1.       Plan and coordinate administrative procedures and systems and devise ways to streamline processes
2.      Recruit and train personnel and allocate responsibilities and office space for all departments.
3.      Assess staff performance and provide coaching, guidance, and counseling to ensure maximum efficiency
4.      Ensure the smooth and adequate flow of information within the company to facilitate other business operations
5.      Monitor inventory of office supplies and the purchasing of new material with attention to budgetary constraints
6.      Monitor factory costs and expenses to assist in budget preparation
7.      Follow up oversee facilities services, maintenance activities and tradespersons (e.g. electricians)
8.      Organize and supervise all other office activities like recycling, renovations, event planning, etc.
9.      Ensure operations adhere to policies and regulations
10.   Keep abreast with all organizational changes and business developments
11.    Planning, scheduling, and promoting office events, including meetings, conferences, interviews, orientations, and training sessions
12.   HR Planning, HR Development (orientation, training, motivation, career planning).
13.   Staffing, Formulation of Policy-Recruitment, Leave, Annual Increment, Attendance Bonus, /Procedures- SOP (Standing Operating Procedure), Employees’ Handbook, Code of Conduct, Office Etiquettes such as Dress Code, etc /Manuals or Guidelines--Employees’ Professional Efficiency Test & Salary Structure (Source: Minimum Wages Gazette), etc, depending on a wide/varying range of necessity of an Installation, followed by its proper Implementation
14.   Possessing a demonstrative art on Leadership Traits/Managerial Skill; as such, can handle Legal, Disciplinary/Grievances matters in light of Law 2006 to the best effect; also confident to handle a crisis situation keenly with tact
15.   Dealing with all Admin issues, Attendance & Leave Management, Compensation/Benefits, Performance & Career Management i.e; conduct the performance appraisal for every employee of the company
16.   To effectively manage the welfare and administration process whilst ensuring statutory compliance.
17.   To coordinate and support the management team and department head.
18.   Ensure labor law practices, uniform social compliance, and human right standard throughout the Company
19.   Managing--Employees Health & Hygiene, Safety & Security; Employee and Labor-Management Relations
20.  Conducting Training, Fire Fighting Drill Practice and following up its Improvement
21.   To ensure efficient operation of security-- man & material, safety, hygiene, and environment of the Installation.
22.  Well versed in conducting the Court of Inquiry followed by its further actions/implementation.
23.  To maintain sound liaison and public relations with all relevant authorities including law enforcement agencies, different government agencies, and local influential community leaders to ensure smooth operation.
